JFL v ICE and CBP(Cellerbrite and Paragon Contracts) FOIA

In recent years, U.S. Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP) have purchased powerful surveillance tools that can hack phones and computers, extract their data, and infect them with spyware. For example, technology company Cellebrite, which has contracted with ICE and CBP, sells electronic device hacking and data extraction software. Technology company Paragon Solutions, which has contracted with ICE, sells spyware that can infect a phone so agents can continuously monitor a person's communications. Both technologies have been used by other governments to spy on human rights defenders, journalists, and others. There is serious concern that the U.S. government under the Trump administration could be deploying these technologies expansively and abusively. 

Just Futures Law and the Center for Constitutional Rights filed FOIA requests in July 2025 seeking information about these companies' contracts with immigration enforcement agencies as well as associated training materials and use documentation. We filed a lawsuit on October 30, 2025. 

This lawsuit is being litigated by the Center for Constitutional Rights and the Law Office of Amber Qureshi.
